Immigrant Children Shielded From State Tests, but for Whose Protection?

Schools who have enrolled immigrant children in the past but have not reported the scores, will either suffer with lower scores or discourage parents from sending immigrant children to the school.
This whole testing crap is just a symptom of a larger debate, how are schools dealing with large immigrant populations? Hiding numbers or exposing numbers doesn't really change the students whom are in need of services.
Schools in "native" neighborhoods will obviously do better on standardized tests. The language of the tests and the content of the material mandated to cover is geared toward their SES.
